To prevent misapplicationci and corruption, the Abia State government has instructed Heads of Service and key financial officers to rigorously follow the Financial Memoranda, the Fiscal Responsibility Act, the State Public Procurement Act, and other applicable regulations.
The Deputy Governor of Abia State, Engr. Ikechukwu Emetu, who represented Governor Alex Otti during a 3-day seminar/workshop for local government financial managers on Wednesday, noted that the advice is intended to reform and transform the State Public Service.
The event, held at the Bishop Anthony Nwedo Pastoral Centre in Umuahia and was organized by Samuk Media Life Ventures in collaboration with the Local Government Service Commission.
Emetu urged participants to prioritize accountability and transparency, in accordance with the State Governor’s financial management principles, which emphasize that all financial managers at the state and local levels must be held accountable for their actions or lack thereof.
He praised the Local Government Service Commission for diligently fulfilling its core mandate of enhancing manpower development within the Local Government Service, aligning with the vision of Governor Otti’s administration.
In her remarks, Princess Ezinne Judith Ngwakwe, the Permanent Secretary of the Local Government Service Commission, detailed that the seminar was crafted to involve staff at all levels. The goal was to enhance performance throughout the service, ensuring that every participant benefited from the training.
“This comprehensive approach was intended to drive optimal outcomes and elevate the overall effectiveness of the organization." she added.
She stated that they have guided workers through various areas, including Public Service Rules, Local Government Administration, Sustainable Community Development, and the enhancement of the Local Government Service Commission through improved administrative processes and procedures. This also includes effective communication, ethical conduct, payroll management, electronic fraud control techniques, and the application of due process, accountability, and anti-corruption measures in local government.
She expressed gratitude to Governor Otti for his role in advancing the skills of the Commission’s staff through targeted on-the-job training.
