Ex-Agitators Applaud Otuaro's Openness in Delegate Selection

Leaders and beneficiaries of the Presidential Amnesty Programme (PAP) have praised the unprecedented level of transparency and accountability introduced by its Administrator, Dr. Dennis Burutu Otuaro, in the deployment of delegates.


The commendation follows significant changes targeted at enhancing openness and inclusivity within the programme.


The Phase 2 National Chairman of the PAP, Ibena Rufus Salvation, made this known during a briefing in Yenagoa on Monday.


He emphasised the revolutionary approach of involving key stakeholders, leaders, and initiators in the delegate deployment process, a practice never before implemented in the history of the programme.


“This is the first time stakeholders have been officially invited to observe the deployment process of delegates,” Salvation said. “The secrecy that previously defined this process often led to opportunities being diverted away from deserving beneficiaries.


By opening up the system, Dr. Otuaro has ensured fairness and accountability, setting a new standard within the PAP.”


The recently conducted delegate deployment exercise involved 1,700 shortlisted participants and was witnessed by key stakeholders, allowing them to confirm placements across various institutions.


Ibena emphasized that this level of transparency has restored trust and eliminated the opacity that previously marred the programme.


The appointment of Dr. Otuaro, an indigene of the Niger Delta region, by President Bola Ahmed Tinubu was also lauded as a strategic decision.


Ibena likened it to placing a seasoned professional in charge of a critical sector, noting that Otuaro’s deep understanding of the region’s challenges has enhanced his ability to address pressing issues effectively.


Since assuming office, Otuaro has tackled several key concerns, including education, vocational training, and clearing backlog stipends for beneficiaries and their leaders. Despite these strides, detractors have sought to undermine his achievements through unfounded blackmail.


However, Salvation affirmed that Otuaro remains unwavering in his commitment to the programme’s objectives.


“As leaders and beneficiaries of the PAP, we wholeheartedly support Dr. Dennis Burutu Otuaro. His leadership represents a turning point for the Presidential Amnesty Programme and a beacon of hope for the Niger Delta region,” Salvation declared.


Otuaro’s reforms signal a new era for the PAP, fostering a sense of trust and optimism among its stakeholders while addressing the unique challenges of the Niger Delta.
