Assembly Urges Imo Govt To Provide  Public Toilets


The Imo State House of Assembly has adopted a motion urging the State Government to ensure the provision of toilet facilities in both private and public establishments in the state.


Moving the motion during plenary on Friday, the member representing Aboh-Mbaise Constituency, Hon Princewill Ugochukwu Amuchie observed that private and public toilet facilities in the state have become dilapidated and abandoned.


He regretted that the development has resulted in open defecation in parts of the state.


According to him, the practice of open defecation is rampant in schools, markets, motor parks and bus stops.


He noted further that if nothing was done to arrest the situation, it could snowball into what could not be controlled.


Hon Amuchie, who is the Minority Leader said; "Owerri Correctional Centre (Owerri Prisons) does not have safety tank for evacuation of faeces. 


"The prisons was built for only 800 inmates, but today, there are over 3,000 inmates. How do they evacuate their wastes? They reportedly channel it into the gutters whenever it rains. 


"Our markets, motor parks, school premises and bus stops have faeces littered everywhere. 


"According to the 2021 WASH National Outcome Routine Mapping Report (WASHNORM), about 48 million Nigerians still defecate in the open, while only 10% of the population have access to water, sanitation and hygiene services. 


"This is a frightening anomaly. Open defecation breeds diseases and leaves the society at the mercy of dangerous outbreak of diseases. A bank that houses over 500 customers per hour should not have only one toilet".


The lawmaker who is the House Committee Chairman on Water Resources commended the efforts of Governor Hope Uzodimma, in the fight against open defecation. 


"The Governor has shown desire to fight open defecation which contaminates our waterways and contribute to environmental health hazards and maintain standard environmental measures for health and safety inclusive of ease of commerce.


 "In Imo State, Ezinnihitte Mbaise has been declared Open Defecation Free, ODF, and more LGAs should be encouraged to undergo Community Led Total Sanitation (CLTS) process, in line with the National Protocol On Defecation Free. 


"Every step taken towards ending open defecation will improve our health, boost productivity and enhance the dignity and safety of Imo citizens. 


"Achieving these will require active advocacy and engagement of stakeholders to mobilize political support to drive the campaign, especially at the LGA and community levels".


He called on his colleagues to lend their support to the motion, stating that in his capacity as the House Committee Chairman on Water Resources and he has planned a State summit that would bring together stakeholders and bodies like UNICEF, USAID, WATERAID, COCA-COLA, FIDELITY BANK, OPS-WASH LIXIL, NGOs etc, to chart way forward for the attainment of State Open Defecation Free, ODF.

Hon Amadi called for reorientation and enforcement in the fight against open defecation. 

According to him, "Without enforcement and compliance to correct this anomaly, the needed result might not be achieved". 

The member representing Isu Constituency, Hon. Emeka Ozurumba said; "There used to be sanitary inspectors. They should be brought back, so as to increase the awareness campaign, instill discipline in people and increase the Internally Generated Revenue, IGR. 


"Even when the toilet facility is put in place, some people will still mess it up. So severe sanctions should be put in place, for effective result".


At this juncture , the Speaker, Chike Olemgbe, put it to vote and it was unanimously adopted. 


He thereafter direct the Clerk Barr Chinelo Emeghara to communicate the resolution of the House to Governor Hope Uzodimma.
