The construction of a modern nine-storey secretariat for civil servants in Bayelsa State has officially commenced, marking a significant infrastructural milestone under the administration of Governor Douye Diri.
The Head of the Civil Service of the Federation (HoSF), Dame Didi Walson-Jack, while speaking at the groundbreaking ceremony on Saturday, expressed her excitement about the project, describing it as a legacy that would be etched in her memory.
She noted that as a former Bayelsa public servant, witnessing the commencement of such a landmark project filled her with nostalgia and pride.
Walson-Jack emphasized the crucial role of the civil service in governance, stating, "The civil service is the backbone of government operations, providing essential expertise and structure. A conducive work environment is fundamental to fostering professionalism, collaboration, and innovation."
She lauded the Bayelsa State government for its dedication to infrastructure development, highlighting that the secretariat would enhance governance and service delivery while aligning with the broader vision of strengthening the Nigerian civil service at all levels.
Governor Douye Diri, in his remarks, reaffirmed his administration’s commitment to the welfare of civil servants, stating that the N46 billion project would be completed within 24 months.
He disclosed that 30% of the project funds had already been disbursed to the contractors, with an additional 20% earmarked for release upon commencement of site work.
“The need for a new secretariat has been a recurring request from civil servants every Workers’ Day. This administration is committed to ensuring their demands are met, and with this project, complaints about office space will become a thing of the past,” Diri stated.
The Commissioner for Works and Infrastructure, Mr. Moses Teibowei, described the project as an initiative of the Diri administration aimed at providing a modern and eco-friendly workspace. He revealed that the secretariat would cover a gross area of 26,762.99 square metres, with a parking capacity for 155 vehicles.
Speaking on behalf of the construction firm, Megastar Technical and Construction Company Ltd, Operations Director Mr. Carlos Zanone assured that the building would meet international standards. It will feature a solar power-backed system, conference halls, a six-bed sick bay, and a crèche for working parents.
State Head of Service, Mrs. Biobelemoye Charles-Onyema, extended gratitude to Governor Diri, describing the project as a long-awaited dream come true for the state’s workforce.
