Chelsea is facing intense scrutiny due to the potential upcoming transfer ban, stemming from an ongoing investigation into financial misconduct during the tenure of former owner Roman Abramovich.
Abramovich, who owned Chelsea from 2003 to 2022, was barred from serving as a club director following UK government sanctions after Russia invaded Ukraine.

Currently, the team is under a new management, led by Todd Boehly. During his tenure, incomplete financial records from Abramovich's era have surfaced. Leaked documents, as The Guardian and the Bureau of Investigative Journalism detailed, suggest that Abramovich may have used offshore companies to manage transactions with agents and associates, possibly providing benefits to Chelsea through unreported payments totalling tens of millions of pounds. If these funds were not officially declared, they might have violated financial regulations.
In July 2023, UEFA imposed a €10 million fine on Chelsea for providing incomplete financial information from 2012 to 2019. The ongoing Premier League investigation, which could result in penalties such as fines, points deductions, or a transfer ban for Chelsea, is working to uncover any ties between the offshore entities and individuals linked to player transfers.
Premier League CEO, Richard Masters, recently acknowledged the complexity of the situation, given the events that occurred under previous ownership.
Masters noted that the investigation is close to completion but would not discuss potential consequences until it is fully completed. The scrutiny continues as Chelsea awaits the conclusion of the investigation, which could affect the club's transfer window and upcoming season.
Meanwhile, Chelsea have agreed to sign 19-year-old Mike Penders from Genk, influential journalist, Fabrizio Romano reports. The goalkeeper will be sent back on loan to the Belgium club before the plan to look at him in London next summer.
The transfer will mirror a deal completed a little over 10 years ago when Chelsea signed Thibaut Courtois from Genk, loaning him back and then to Atletico Madrid. Courtois went on to be a mainstay in the side for three seasons before leaving to join Real Madrid as a two-time Premier League winner.

Chelsea, new manager Enzo Maresca would probably have preferred an easier opponent in his first competitive match in charge, however, it is a good opportunity for the Italian to test his side, having added Pedro Neto in the summer to build on a new style of play, as they face title holders Manchester City kick off their bid for an unprecedented fifth Premier League title in a row at Stamford Bridge this afternoon.
Pep Guardiola’s side perfectly began their season with a win over local rivals Manchester United in the Community Shield, though they have since lost Oscar Bobb to injury and finalised the sale of Julian Alvarez to Atletico Madrid. Though they are hardly short in quality or numbers, this match arrives before Guardiola has had a chance to bolster his squad.
