Recently, the Nigerian Communications Commission (NCC) unveiled a comprehensive set of updated regulations aimed at strengthening the processes for Subscriber Identity Module (SIM) card registration and ensuring the mandatory use of the National Identity Number (NIN).
The newly introduced rules reflect the NCC’s ongoing efforts to adapt to the rapidly evolving telecommunications landscape in Nigeria.
One of the standout provisions in the revised guidelines is the requirement to purge any NIN linked to recycled SIM cards.
This measure is crucial in preventing the misallocation of NINs, thereby allowing new subscribers to register their NINs without facing complications.
The NCC has emphasised that this step is essential for maintaining the integrity of the SIM registration process.
The updated regulations cover a wide spectrum of areas within the telecommunications sector. Among these is the harmonization of the NIN-SIM registration database, new protocols for SIM activation and registration, guidelines for corporate SIM purchases, and specialised procedures for Internet-of-Things (IoT) and Machine-to-Machine (M2M) activations.
The guidelines also introduced updated processes for Mobile Number Portability (MNP) and outlined the governance framework for agents and dealers involved in SIM distribution.
For corporate entities, the new rules introduced the concept of a Primary Telecoms Master, who must hold at least an executive management position within the organization.
This individual is responsible for overseeing the telecom operations within the company. Additionally, organizations can appoint a Secondary or Operations Telecoms Master, whose details must be included in a Telecom Master Authorization letter.
The letter, signed by one or two C-Level executives, must contain the names, designations, and NINs of both the Primary and Secondary Telecoms Masters, along with the MSISDN associated with the Primary Telecoms Master.
In a bid to streamline compliance for companies engaged in IoT and M2M activities, the NCC has simplified the registration process for M2M SIMs. Under the new guidelines, only the NIN of the Primary Telecoms Master is required, making it easier for organizations to adhere to the regulations while engaging in specialized telecom operations.
Further enhancing transparency and accountability, the rules mandate the submission of a searchable file, such as a CSV, listing all secondary SIMs associated with a corporate account. This file must include the names, NINs, and alternate SIMs used by secondary users, ensuring that all telecom activities within an organization are properly documented and monitored.
The NCC’s revised guidelines represent a significant step forward in securing and optimizing SIM registration and usage across Nigeria.
As these rules take effect, the NCC is expected to closely monitor compliance, making further adjustments as necessary to address emerging challenges in the fast-paced telecommunications industry. Through these comprehensive reforms, the NCC aims to bolster the security, efficiency, and overall integrity of telecom operations nationwide.
