The Rivers State Government on Thursday, August 22, 2024 signed a Memorandum of Understanding (MOU) with the Rainbow Heritage Group at Government House, Port Harcourt, in a strategic partnership to develop a new port city in the Eleme Local Government Area of the state.
Rivers State Attorney-General and Commissioner for Justice, Barr Dagogo Iboroma, SAN, who represented the Rivers State Governor, Sir Siminalayi Fubara during the signing of the MoU, said the initiative is the vision of the Rivers State Governor to develop three new cities out of the monolithic city status of the state.
He said, “Today we all are witnessing a great event that will start a new Port City in Eleme Local Government Area. That city will be seated on 1000 hectares of land, with all the features of a world class city in place.
"It is going to be a partnership between Rivers State Government, represented by the Greater Port Harcourt City Development Authority and Rainbow Heritage Group Limited.”
Group Managing Director, Rainbow Heritage Group, Biedima Oliver, stated that the organization has always wanted to collaborate with the Rivers State Government to construct a new city that will change the lives of the people.

“The new Port City has been identified to be a strategic location to have in the region that combines the blue economy, agriculture, industry, and real estate as a major power house in the West African Region. All the indicators and features needed to build the city are in place.”
The GMD asserted that the city will prosper through a strategic partnership that will create new jobs, new businesses, industries, exports, and connections with other states.
The MoU signing was deemed historic by Dr. Tonte Davies, Acting Administrator of the Greater Port Harcourt Development Authority, in his remark.
He applauded the Rivers State Governor, Sir Siminalayi Fubara for his vision of creating more cities in the state to expand development and expressed confidence in the track record of Rainbow Heritage Group to deliver the project, while assuring that the Greater Port Harcourt Development Authority, will work hard to achieve its statutory objectives.
