Otti Bans PTA Levies, Introduces New School Funding System

In a bold move aimed at reforming the education sector, Abia State Governor, Dr. Alex Otti, has announced a ban on all forms of payments in public primary and secondary schools across the state.


The decision, which includes an end to Parent-Teacher Association (PTA) levies, was revealed during the Governor’s New Year address to the people of Abia.


Governor Otti emphasized the importance of safeguarding the future of children, stating that the new policy would ensure that no parent or guardian is financially burdened for their child’s education in public schools.


Otti declared, “We have stopped all forms of payments in primary and secondary schools. Not even PTA levies should be charged to any parent or guardian in any public school in the state,” .


To ensure that the state’s schools continue to function smoothly despite the ban, Otti introduced an imprest account system, where headteachers and school principals will be allocated specific monthly amounts to manage the operations of their schools.


The new system is designed to eliminate the need for additional financial contributions from parents while ensuring that schools remain adequately funded for their day-to-day activities.


“We shall be strict with enforcement, and it will be a grievous mistake to test our will,” the governor warned, reinforcing his administration’s commitment to preventing extortion and ensuring equal opportunities for all students.


Turning to the broader goals of his administration, Governor Otti outlined an ambitious developmental agenda for the state in 2025.


He stressed the urgency of rebuilding Abia, saying his government was focused on creating a framework that aligns with the aspirations of the people.


“We are practically in a hurry; we want to live in fulfilment of the dreams of this administration to build systems and structures that will realign governance priorities for the benefit of the people,” he said.


One of the cornerstones of this agenda is education. He emphasized that 35% of the budget will be allocated to education and healthcare, sectors he considers critical for Abia’s transformation.


“We shall fast-track efforts to remake our schools into centres of excellence in effective teaching and learning,” he added, announcing that a new law mandating all children of school age to attend school every school day would go into effect immediately.


“It will be unlawful to find any child outside the walls of the classroom during school hours,” he emphasized.


Governor Otti also addressed security concerns, vowing to take decisive action against any threats to public safety.


“We shall not hesitate to deploy the full might of the government against any individual or group whose activities pose a threat to the safety of our people,” he stated.


Finally, the governor reiterated his focus on economic revitalization, particularly in making Abia more attractive to investors.


He highlighted the state’s potential in human capital development, social infrastructure, and ease-of-doing-business initiatives, with special attention to the agricultural sector.


“We shall consolidate our efforts to make the state investor-friendly,” he concluded.
