Henry Seriake Dickson, CON, marks his 59th birthday today, 28 January 2025, it is fitting to reflect on the remarkable journey of this distinguished Nigerian lawyer, politician, and public servant. From his humble beginnings in Toru-Orua, Bayelsa State, to his impactful roles in various arms of government, Dickson’s life epitomizes dedication to public service and the pursuit of progress for his people.
Early Life and Education
Dickson was Born on 28 January 1966 into the King Kapadia Royal House of the Tarakiri Kingdom, in Toru-Orua community, Sagbama local goernment. His early years were shaped by a solid educational foundation. He attended Kolobiriowei Primary School and Government Secondary School, Toru-Ebeni, before earning his LL.B from Rivers State University of Science and Technology in 1992 and being called to the Nigerian Bar in 1993. These foundamental years prepared him for a career marked by excellence in law and governance.
Legal Career
Before entering politics, senator Dickson made his mark in the legal profession. He served in the Nigeria Police Force, rising to the rank of cadet assistant superintendent before voluntarily resigning to pursue law practice. Between 1994 and 2006, he honed his legal expertise with firms like Aluko & Oyebode and eventually established Seriake Dickson & Co. His role as pioneer publicity secretary of the Nigerian Bar Association, Yenagoa, further highlighted his commitment to the legal profession.
Political Career
Records have iit that Dickson’s political journey began with the Alliance for Democracy, where he served as Bayelsa State Chairman and later National Legal Adviser. While appointed as Bayelsa’s Attorney General and Commissioner for Justice in 2006, he played a pivotal role in legal reforms and judicial development.
He also represented the Sagbama-Ekeremor Federal Constituency for two terms when he was elected to the House of Representatives in 2007, . As Chairman of the House Committee on Justice and later Special Duties, he sponsored several significant bills, including the Freedom of Information Bill, Economic and Financial Crimes Commission Act (Amendment), and Prevention of Terrorism Bill.
In 2020, he transitioned to the Senate, representing Bayelsa West. Dickson’s tenure has been marked by advocacy for climate change, environmental leadership, and policies beneficial to the Niger Delta region. His re-election in 2023 and appointment as Chairman of the Senate Committee on Ecology/Climate Change further solidified his influence in national and environmental policymaking.
Transformative Leadership as Governor of Bayelsa State
Dickson served as the Governor of Bayelsa State from 2012 to 2020, leaving an indelible mark on the state through sweeping reforms in education, healthcare, infrastructure, and economic development.
Under his leadership, education in Bayelsa State was revolutionized. Dickson introduced free and compulsory education, established 13 model boarding schools, including the flagship Ijaw National Academy, and awarded thousands of scholarships for postgraduate studies. Bayelsa leaped from the bottom ranks to being among the top-performing states in secondary education.
In addition, Governor Dickson’s administration prioritized healthcare by building facilities like the Bayelsa Diagnostic Centre, Bayelsa Specialist Hospital, and 80-bed hospitals in rural areas. His administration launched the Bayelsa State Health Insurance Scheme, a model for other states, and significantly reduced maternal and infant mortality rates.
The Bayelsa Helmsman in the area of economic development diversified Bayelsa’s economy by establishing the Izon Ibe Microfinance Bank, Nigeria’s largest cassava processing plant, and the Aquaculture Village in Yenegwe. These initiatives empowered local entrepreneurs and created job opportunities.
It is Important to know that Ofurumapepe, a title bestowed upon him by the Ijaw people is a a proud advocate for Ijaw nationalism. Dickson established the Ministry of Ijaw National Affairs to unify and empower Ijaw people across the Niger Delta. He also honoured Ijaw icons by constructing the Ijaw National Heroes Park, a historical site preserving the legacies of Major Isaac Adaka Boro, Harold Dappa Biriye, and others.
Henry Seriake Dickson’s contributions to governance and public service have earned him numerous accolades, including the Commander of the Order of the Niger (CON) and the Excellence in Environmental Leadership Award. These honours reflect his tireless commitment to the welfare of his people and the advancement of Nigeria.
Senator Dickson has continued to be a beacon of hope to the Ijaw Nation and Nigeria as a whole. This was noticeable in the way he responded to the proposed 2025 budget by President Bola Tinubu in 2024. During the brief time allotted to each senators, Senator Dickson, representing Bayelsa West, stood up to voice his concerns. He was concerned about some of the underlying presumptions in the budget even as he commended the President's priorities in important sectors like healthcare, infrastructure, and education.
He noted that while the people are hopeful about increasing crude oil production to over two million barrels per day, it is pertinent to be prepared for less favourable outcomes. He continued by saying that the budget's optimistic prognosis, which calls for lowering the exchange rate from roughly N1,700 to N1,500 per USD and reducing inflation from its present rate of about 30% to 15%, are extremely ambitious goals that call for practical contingency preparation.
Similarly, the executive was also awakened by Senator Dickson to the fact that the budget included funds for every other development commission, with the exception of the South-South Development Commission. The omission, which he pointed out may have been made because to the commission’s pending authorization, needs to be addressed.
