In a renewed commitment to the sustainability of the Presidential Amnesty Programme (PAP), former Niger Delta agitators have vowed to support the initiative to ensure it remains a vital instrument for empowerment, economic reintegration, and long-term peace in the region.
This pledge was reaffirmed following a high-level closed-door meeting held in Yenagoa, the Bayelsa State capital, where key stakeholders convened to discuss the future of the PAP under the leadership of its Administrator, Chief Dr. Dennis Burutu Otuaro.
The crucial meeting, attended by prominent ex-agitator leaders, sought to assess ongoing reforms and explore strategies to strengthen the programme for the benefit of its beneficiaries and the broader Niger Delta community.
Among the notable attendees were the National Chairman of PAP Phase 2, Ibena Rufus Salvation, His Royal Highness Selky Kile Torughedi (also known as General Young Shall Grow), the President of the Ijaw Youth Council (IYC), Jonathan Lokpobiri, and State House of Assembly member Bony Ayah, alias General Don Inikio.
Other distinguished figures present included Paul Eris (General Ogunboss), General Africa Ukparasia, Reuben Wilson (General Pastor), Hon. Gibson, General Darikoro, General Pius, General Elaye Slabo, and General Iziri Lucky (General Lucky), all of whom emphasized their unwavering support for the programme's objectives.
Speaking on the significance of the meeting, Ibena Rufus Salvation commended the PAP Administrator, Dr. Dennis Otuaro, for his dedication to fostering peace, unity, and economic development in the Niger Delta.
He emphasised that the programme must continue to fulfill its mandate of equipping ex-agitators with skills and opportunities for productive reintegration into society.
Ibena highlighted that Otuaro’s strategic reforms have introduced a more people-oriented approach to the Amnesty Programme, ensuring that beneficiaries receive meaningful empowerment and economic opportunities.
He stressed that with consistent support and proper policy implementation, the PAP will serve as a catalyst for stability and sustainable development in the region.
"Collaboration and strategic planning are key to the success of the Amnesty Programme," Ibena stated. "As stakeholders, leaders, and beneficiaries, our commitment remains steadfast in making PAP a formidable platform for empowerment, reintegration, and long-lasting peace."
Reflecting on the broader impact of their gathering, Ibena added, "This meeting is a testament to the power of collective determination. When we unite with a common goal, we can drive real progress and create lasting opportunities for the Niger Delta, a region that has long been marginalized."
He further emphasized the need to sustain the efforts of the PAP Administrator, noting that the programme's success would not only transform the lives of ex-agitators but also inspire hope for future generations.
"As we journey towards a peaceful and prosperous Niger Delta, our collective actions today will define the future of our region. Under the leadership of Dr. Otuaro, we are confident that lasting peace and economic growth will be achieved."
