FCT Dev Commission Bill Scales Second Reading In Senate

The Federal Capital Territory (FCT) Development Commission Bill, aimed at addressing developmental challenges in Abuja and its satellite towns, has passed its second reading in the Senate.


Sponsored by Senator Wadada Aliyu, representing Nasarawa West, the bill seeks to establish a specialized commission to oversee and manage the development of satellite towns within a 60-kilometer radius of the FCT's borders. Senator Aliyu highlighted the challenges posed by Abuja's rapid expansion as Nigeria's political and economic hub, which has placed immense pressure on surrounding towns.


Speaking during plenary, Senator Aliyu emphasized that the proposed commission would focus on alleviating the infrastructural deficit and addressing the developmental needs of these towns. He argued that the measure is critical for ensuring balanced growth and reducing urban sprawl.


“This bill is necessary to ensure that the growth of Abuja does not outpace the ability of surrounding towns to provide adequate infrastructure and services. It will create a structured approach to managing this development,” Aliyu stated.


The proposed legislation sparked a lively debate among senators. While some expressed support for its objectives, others raised concerns about potential overlaps with existing agencies and the strain on government finances.


Senator Adamu Aliero (Kebbi Central) urged caution, warning that the establishment of the commission might duplicate the functions of existing bodies tasked with urban development. Senator Yahaya Abdullahi (Kebbi North) echoed similar sentiments, calling for a clear delineation of responsibilities to avoid bureaucratic inefficiencies.


On the other hand, Senator Ireti Kingibe (FCT) expressed strong support for the bill, underscoring the urgent need to address the growing infrastructural gaps in the satellite towns. She argued that the commission would be instrumental in improving the living standards of residents in these underserved areas.


Presiding over the plenary, Deputy President of the Senate, Barau Jibrin, acknowledged the divergent views. He assured the chamber that the bill would undergo rigorous scrutiny at the committee level to address any concerns before its final passage.


“This bill will be carefully reviewed to ensure it achieves its intended purpose without creating unnecessary bureaucratic bottlenecks,” Jibrin stated.


The bill was subsequently referred to the relevant committee for further deliberation and fine-tuning. If enacted, the FCT Development Commission could play a pivotal role in bridging the development gap between Abuja and its neighboring towns, promoting inclusive growth and enhancing infrastructure in the region.
