Tinubu Defends Tax Reforms Amid Northern Opposition

President Bola Tinubu has firmly defended his administration's tax reform agenda, emphasizing that there will be no backing down from the planned changes. In a recent media interaction in Lagos, the President explained that these reforms were driven by a desire to modernize the country's tax system, which, according to him, is still rooted in colonial-era practices.


This public statement, which marked Tinubu’s first-ever Presidential Media Chat, was broadcast on National Tv on Monday evening. The tax reform initiative, which involves several proposed bills, has stirred significant debate across the nation, with a notable resistance from the northern part of Nigeria. This pushback has already led to the indefinite suspension of a planned debate in the House of Representatives, which was initially scheduled for December 3. The suspension followed strong opposition from lawmakers in the 19 northern states.


The controversy centers on concerns over the fairness and economic impact of the reforms. Governors from northern states, including Borno State’s Babagana Zulum, have expressed deep apprehension, arguing that the reforms, particularly the new Value Added Tax (VAT) sharing formula, could undermine the region’s economic interests. Zulum, speaking to the BBC, questioned the urgency of the reform, pointing to the slow passage of the Petroleum Industry Bill (PIB), which took almost two decades to come to fruition. He cautioned that rushing the tax reforms without thorough consultation could have lasting negative consequences for both the North and other regions like the South East and South West.


The bills, which President Tinubu transmitted to the National Assembly on September 3, 2024, were formulated following recommendations from the Presidential Committee on Fiscal and Tax Reforms led by Taiwo Oyedele. Key proposals include the Nigeria Tax Bill 2024, designed to set a modern fiscal framework for taxation, and the Tax Administration Bill, which aims to streamline tax processes and reduce legal disputes. Other bills seek to establish a unified revenue service and create a tax tribunal to resolve disputes more effectively.


Despite these concerns, Tinubu has remained resolute in defending the reform agenda, arguing that it is an essential step toward building a fairer and more sustainable economy. He has stated that the tax reforms are "pro-poor," aimed at broadening the tax base without burdening the vulnerable populations. He also acknowledged that tax reforms often generate opposition, but he insisted that this change is necessary for the country’s long-term growth. "You cannot retool this economy with old, broken tools. The essence of the tax reform is to eliminate colonial-based assumptions in our tax system," Tinubu remarked during the media chat.


On the ongoing debate surrounding the economic hardship triggered by the subsidy removal earlier this year, Tinubu reiterated that he had no regrets about the decision. He described the subsidy as a drain on the nation's resources, with much of the fuel being smuggled into neighboring countries. He stressed that continuing such a policy would only jeopardize Nigeria’s financial future, stating that “we were spending our generations’ fortunes" and "deceiving ourselves." Tinubu emphasized that the subsidy removal was essential to preventing a fiscal collapse and warned that Nigeria must begin to live within its means by cutting unnecessary expenditures.


The President also addressed concerns about his administration’s structure, stating that he had no plans to shrink his cabinet, as he believes that all his appointees are making significant contributions to the country’s progress. In his view, managing resources efficiently is now the key challenge, and the nation must adopt prudent fiscal policies to secure its future prosperity.
