MDAs Delaying Workers' Promotions -Abia HOS

The Abia State government has noted that no Ministries, Departments, or Agencies (MDAs) have submitted scorecards for staff involved in the ongoing 2022/2023 promotion interviews.


This is in a statement by Dr. Ngozi Obioma, the Abia State Head of Service, who revealed that none of the MDAs have provided the necessary scorecards for their employees.


Dr. Obioma, expressing concern over the situation, cautioned that staff promotions could be jeopardized if the scorecards are not submitted by the end of the workday on Tuesday.


She instructed the MDAs to send the scorecards of their employees to the Bureau of Establishment and Pensions at the Head of Service office in Ogurube Layout, Umuahia, by the close of business on Tuesday, warning that failure to comply could affect their staff's promotions.


Recall that Governor Alex Otti authorized the 2022 and 2023 Promotion/Conversion/Confirmation exercise for the state’s civil service.


The decision followed the cancellation of the Command Promotions and other elevation processes conducted by the previous administration, which Otti's government claimed did not adhere to due process.


In a public service announcement from the Abia State Civil Service Commission in July, all Ministries, Departments, and Agencies (MDAs) were instructed to submit the original advance copy of their briefs to the commission by August 2, 2024, as outlined in the 2022/2023 promotion guidelines.


The announcement, dated July 25, 2024, and signed by Permanent Secretary Dim Ijeoma Clara on behalf of the Chairman of the Abia State Civil Service Commission, recommended that the briefs for 2022 and 2023 be prepared separately for easier reference.


She had also stated, “the Commission will not entertain any late or on-the-spot submission of briefs during the DSB meetings”.


The Abia State Chairman of the Nigeria Labour Congress (NLC), Okoro Ogbonnaya, and the Trade Union Congress (TUC) Chairman, Ihechi Enogwe, had also informed journalists on July 14 that the cancellation of command promotions and the necessity for proper promotions in the state’s civil service were key topics during a two-day dialogue between the state government and organized labor.


Following the discussions, Okoro Ogbonnaya stated that the government is committed to initiating regular promotions for all civil servants eligible for advancement as soon as possible.
